Main findings
The number of patent applications in Macao is increasing year by year, and Macao universities are important patent applicants in Macao. From 2010 to 2019, there were a total of 3,149 patent applications in Macao. The number of patent applications has increased year by year, with an average annual growth rate of 34%. Among them, Macao universities applied for a total of 622 patents, accounting for about 20% of Macao’s overall patent applications. In terms of patent quality, Macao universities have higher patent quality, with an average patent intensity of 7.2 (the highest intensity is 10), while the intensity of other patents in Macao is 5.

Macau University of Science and Technology and the University of Macau are the main forces in patent applications among universities in Macau, and their patents are of high quality. Between 2010 and 2019, Macau University of Science and Technology and the University of Macau published a total of 626 patents, accounting for more than 98% of the total applications from Macau universities. These patent technology fields are mainly in "medicine or veterinary medicine; hygiene (A61)". In addition, the average comprehensive patent strength of the patents applied by the above two schools is 7.2, and the overall patent quality is relatively high.

30% of the patents of Macao universities are in the medical field, which matches Macao’s industrial development plan and can provide technical reserves for the development of the local medical industry. In the ranking of patent applications and patent citing technology fields of Macao universities, "Medicine or Veterinary Science; Hygiene" both ranked first, accounting for 30% and 14% respectively. It can be seen that the patent output of Macao universities is highly consistent with the development of the pharmaceutical industry. Moreover, the patent intensity is higher than that in other fields, which has accumulated a large amount of technology and industrial reserves for the rapid development of Macao's pharmaceutical industry.

The patent quality of Macao universities is high, but the conversion rate of industrial patents is low. There is an urgent need for the government to introduce relevant policies to promote technology conversion and industrial development. According to data from the incoPat patent database, the average comprehensive patent intensity of Macao University patents is 7.2, and the patent quality is high, but the patent conversion rate is only 0.02%, and the industrial conversion rate is low. It is recommended that the government introduce special technology transfer and transformation promotion policies in the future to guide the scientific research direction of universities, help universities and enterprises connect technology transformation, and use the scientific research strength of Macao universities to lead and support the diversified development of Macao's industries.
