Dear Teachers,

To support the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area, the Guangdong Provincial Administration for Market Regulation (Intellectual Property Office), the Intellectual Property Department of the Government of the Hong Kong Special Administrative Region, the Economic and Technological Development Bureau of the Government of the Macao Special Administrative Region, and the People’s Government of Jiangmen City are jointly organizing the 2024 Guangdong-Hong Kong-Macao Greater Bay Area High-Value Patent Cultivation and Layout Competition from August to December 2024.

Under the theme “Implementing the New Development Philosophy, Setting Benchmarks for High-Value Patents”, the competition invites innovative projects nationwide centered on high-value patent portfolios. A total of 50 awards (Gold, Silver, and Excellence) will be presented at the final, with corresponding cash prizes. Project roadshows and matchmaking sessions will also be held to facilitate technology commercialization.

Deadline for registration: September 30, 2024.

Work Plan for the 2024 Guangdong-Hong Kong-Macao Greater Bay Area High-Value Patent Cultivation and Layout Competition

 

I. Background

This competition is held to implement the guiding principles on intellectual property and advance high-quality development and innovation-driven development in the Guangdong-Hong Kong-Macao Greater Bay Area.

Since 2019, it has been successfully organized for five sessions and has become a flagship IP cooperation event in the Greater Bay Area. It has set benchmarks for high-value patent cultivation and layout, promoted patent commercialization, and was recognized as a national model case for building a strong IP country in 2022.

The 6th session in 2024 will be hosted in Jiangmen under the theme “Implementing the New Development Philosophy, Setting Benchmarks for High-Value Patents”. It will further enhance IP-driven innovation, facilitate the transformation and industrialization of high-value patents, and support the Greater Bay Area’s development as an international center for technological innovation.

VII. Competition Procedures

The final consists of three stages: project roadshow, Q&A session, and judge scoring.
  1. Project RoadshowParticipants present and explain their projects, focusing on technological advancement, commercial scale, executive team, and supporting resources. They shall elaborate on the strategies, methods, quantity, types, and quality of high-value patent cultivation and layout during the competition, as well as overseas patent filing, product relevance, standard alignment, competitive landscape, cultivation processes, and innovative methods. Newly filed patent application numbers and documents may be submitted as required.
  2. Q&A SessionJudges will raise questions on technology, market, strategy, patent cultivation, and layout, to which participants respond.
  3. Judge ScoringJudges provide comments, guidance, and score the projects.
Based on final scores, a total of 50 awards (Gold, Silver, and Excellence) will be selected.


VIII. Expert Judges

The competition invites experts from government agencies, investment institutions, valuation firms, IP operation agencies, enterprises, and relevant IP fields. Judges for each stage are selected in accordance with the Wan Gao Sai Expert Judge Selection Measures.
  • Preliminary Round (Top 200 Selection): Technical experts (by industry), patent attorneys, IP management experts from enterprises and institutions, patent analysis and information utilization experts, IP valuation and operation experts.

  • Semi-Final (Top 100 Selection): Technical experts (by industry), patent attorneys, IP management experts, patent analysis experts, IP operation experts, investment and financing experts.

  • Final (Gold, Silver, Excellence Selection): Technical experts (by industry), investment and financing experts, senior valuators, entrepreneurs, IP operation experts, patent attorneys, patent analysis experts. Professional IP valuation agencies will conduct patent portfolio asset valuation for finalist projects.


IX. Outcome Utilization

  1. Award-winning projects intending to implement in the Greater Bay Area may enjoy preferential policies on innovation, commercialization, investment, talent introduction and intellectual property from Jiangmen and other Greater Bay Area cities.

  2. Top 100 SMEs will be prioritized for inclusion in the National Patent Industrialization Enterprise Cultivation Database.

  3. Professional IP operation and commercialization support will be provided via provincial and municipal IP service platforms.

  4. Core patents of award-winning projects in Guangdong may be recommended for the Guangdong Patent Award without quota limits.

  5. Winners may use the “Wan Gao Sai” name and logo on their patented products.

  6. Free matchmaking with industrial parks, financial institutions and investors will be provided to accelerate technology transfer.

  7. Competition project data will be integrated into a dedicated patent digital asset platform to support long-term commercialization.

  8. University and research institute projects will be matched with resources to promote patent commercialization.

  9. Top 100 specialized and high-tech enterprises may receive free listing support training.


X. Media Promotion

The competition will conduct comprehensive, multi-angle, multi-level, and multimedia publicity across central, provincial, Hong Kong and Macao media, including China Intellectual Property News, China Intellectual Property News Network, IPRdaily, economic professional media, official websites of the Guangdong Provincial Administration for Market Regulation, the Wan Gao Sai official website, and its WeChat public account. Top 200, Top 100, and award-winning projects will participate in roadshows and promotional events, with key coverage of final awardees.
